1. Historical background of Islam in Mauritius
In the 10th century, where Mauritius was still not yet discovered, the first Arab navigators came to know the existence of our island. At that time, it was given the name of Dina Arobi. During the 16th century, some Portuguese navigators landed on the island but no development was done.
It was in 1598 that the Dutch landed on the island and it was given the name of Mauritius by the monarch Maurits van Nassau. The island was used then as a strategic place in the Indian Ocean for trade. The Dutch introduced the sugarcane sector as well as domestic animals. Our flightless Dodo, which was hunted for its flesh, became extinct during that period. The Dutch tried to colonize the island unsuccessfully and have to abandon the island in 1710.
The French came in 1715 and gave the name of ‘Isle de France’ and a rapid expansion took place with the arrival of Governor François Mahé de La Bourdonnais. Mahé de La Bourdonnais built the capital of Port Louis and developed agricultural sector and road construction. The French used manpower from the Africa to help in the development of the sugarcane fields. It was then that the first Muslims were introduced in the island. At that time, Muslims were not recognized for their own identities but they were tagged and named differently. All of them were given French names. Muslims from India were shipped to the island to work in different fields of work as well.
Many years later, the number of Muslims increased and most of them were traders. Gradually, with the abolition of slavery, the laborers and born population were given more freedom to settle and organize themselves. This resulted in the independence of the island in 12th March 1968 and our nation flag of four colors was proudly raised.
2. Present status of Muslim community
According to the recent statistic done in Mauritius, the population of residential Mauritian is about 1.6 million. The Mauritian citizens are composed of different communities because people from different countries came to settle in the island. The Hindus from India, the Chinese from China, the Christians from Europe and the Muslims from Africa and Arab countries form the multi racial society of ours. The percentage of Muslim is about 20% of the Mauritian population which is approximately 320,000 Muslims.

2.1 Political status
The political system in Mauritius is based on Westminster, the British system. It was introduced in July 1957. According to the system, elections are held every five years and the Parliament consists of 70 members: 60 elected members, 8 best losers (representing the minorities) and 2 elected members for Rodrigues Island.
CAM: Comité d’Action Musulman
In the access of independence in 1968, the Muslims community was represented by the C.A.M (Comité d’Action Musulman), under the leadership of Abdool Razaak Mohamed who gave the Muslims their dignity. He placed the Muslim community in such a position that it became a community that had a great influence in the decision of whose party will access to the Parliament.
M.M.M (Mauritian Militant Movement)
In election of 1972, the M.M.M (le Mauritian Militant Movement) under the leadership of Paul Raymond Berenger used a strategic philosophy to brainwash Muslims by adopting the concept of ideology. Truly, the Muslims found in Paul Berenger the ideal that will fight for their cause. The concept of nationalism and Marxism was inculcated in the Muslims brain. Paul Berenger was supported by 90% of Muslim community and namely by Kader Bhayat, Cassam Uteem, Raouf Bundhun etc and mostly by the younger generation. The youngsters rejected their Muslim leader and party and joined the M.M.M, despite its being overwhelmingly Hindu. The Muslims did not know at that time that Paul Berenger used a strategy to weaken the Muslims. Since then, Muslims were being boycotted on every field because they did not have someone to voice out their frustration of being demonized.
Other Muslim Parties
Some Muslims tried to form an alternative to C.A.M: Yousouf Mohamed, a former member of C.A.M and son of Abdool Razaak Mohamed, formed the Parti Islamique Mauricien with the aim to rebirth the Muslims ideology of a Muslim leadership. Other Muslim parties gave birth: Muslim United Party under the leadership of Ajum Dahal; Muslim Democratic League with Sulleman Dajee as leader etc.
In 1976 election, many Muslims supported other parties than a Muslim party. The Muslims chose to be nationalist, socialist and Marxist rather than to fight for the cause of Allah and Muslims brothers.
In 1982 election, the M.M.M contracted an alliance with the P.S.M (Parti Socialist Mauricien), and won the election under the leadership of Anerood Jugnauth. Again the Muslims supported massively because Muslims hoped that Jugnauth, as Prime Minister, and some Muslim ministers namely Mrs Shireen Aumeeruddy , Kader Bhayat, Cassam Uteem, and Swaley Kasenally, would reflect the ideal of the Muslim community.
Mrs Shireen Aumeeruddy was at that time Minister of Justice, Kader Bhayat minister of Industry & Commerce, Cassam Uteem minister of Employer & Social services, and Swaley Kasenally minister of Energy & Communication.
In March 1983, Paul Raymond Berenger led eleven ministers, including Shireen Aumeeruddy, Cassam Uteem, Swaley Kasenally, to resign from the government of Jugnauth. Only Kader Bhayat stayed with Jugnauth and the latter formed a new political party the M.S.M (Mouvement Socialiste Militant) to stay with the P.S.M in the government.
This situation led to the general election of August 1983. Anerood Jugnauth used Kader Bhayat (promised to the rank of Deputy Prime Minister) to attract maximum Muslim votes in Port Louis and other circumscriptions. In fact the Alliance MSM/PSM and the PMSD (Parti Mauricien Social Democrate) won the election but the Muslim community was with the MMM of Paul Raymond Berenger, who represented an ideal for the young Muslim militants. Although the Alliance of Jugnauth remained in the government, Kader Bhayat was never nominated as Deputy Prime Minister.
During the five years reign of Anerood Jugnauth, the Muslim community had to suffer and pay the price of fidelity to the MMM of Paul Berenger. It was then that the Muslim Personal Law was repealed by Jugnauth, who showed enmity to the Muslim community.
In 1987 election, the Alliance of Jugnauth won again and still the Muslim community supported the MMM. Some Muslim activists were boycotted and even killed. Drugs were introduced in the Plaine Verte (residential place for the majority of Muslims) to exterminate the Muslims.
In the 1991 election, the Muslim community together with the MMM, won the election with 8 Muslims candidates. It was then that the Muslim community knew about the real face of the MMM party as Paul Raymond Berenger never cared for Muslims and nothing was done for the welfare of the majority of Muslims in the capital of Port Louis and Plaine Verte where the MMM was strongly supported.
Mohammad Cehl Fakeemeeah
As the Muslim community was demonized and terrorized due to their fidelity to the MMM party, one man stood up in the Plaine Verte and started to voice out publicly the failures to satisfy the Muslims. He is Mohammad Cehl Fakeemeeah, commonly known in Mauritius as Cehl Meeah or Bhye Cehl, born in 1958. He started teaching at the age of 15, in the local mosque. At the age of 21, he won a scholarship to Umm Ul Qura University in Makkah, where he studied Islamic Jurisprudence and returned to Mauritius in 1991. He inaugurated an Islamic primary school and over 50 Islamic centres around the island where Arabic and Qur’anic studies are taught.His objectives are, to educate the Muslim community about Islam and to safeguard the Muslims’ interest.
He initiated free drug-detoxification programs in response to open trafficking of drugs on the streets, notably in the Muslim areas, Plaine Verte, and openly in front of police who take no action.
The rise of the HIZBULLAH Party
In 1990, 30th April more than 2500 Muslims proposed to have a political party to represent the Muslim community. The call for such a party was so strongly supported by these brothers that the Hizbullah party was launched.
In 1991, the Hizbullah was officially launched and represented the Muslim community in the 1991 election and won 3000 votes; a historical event for the country, because the MMM had a stronghold on the Muslims in Plaine Verte. The Hizbullah leader Cehl Meeah never stopped to take care of the deprived even in other communities. Talks and forums were organized to keep alive the consciousness of the Muslim community towards the oneness of Allah.
It was of all logic that, in the by-election of 1992 to replace Cassam Uteem (who was appointed President of the Republic of Mauritius), the Hizbullah obtained 4200 votes. Cehl Meeah and the Hizbullah became the ideal of the Muslim community and obtained the respect of other communities as well. When Cehl Meeah demonstrated his good intention to the community programs he started, the MMM suffered an immediate decline of 34% in the Muslim votes.
In 1995 general election, one of the Hizbullah party, Imam Mustapha Beeharry (who recently died in April 2008), obtained 4400 votes thus eligible to form part of the Parliament according to the “Best Loser System”.
Gorah Issack event in 1996
Three Muslim activists of the opponent political side were shot to death in 1996. The Gorah Issack event took place. Some police inquiries mentioned that a Death Squad was involved in the killing.
Hizbullah at its best
Another historical event occurred when, in the general election of 2000, the Hizbullah decided to present 60 candidates in the twenty constituencies of Mauritius. In constituency no.3, where there is a majority of Muslims voters, the leader of Hizbullah obtained 4712 votes. Port Louis and Plaine Verte were in effervescence and all the Muslim community were rejoicing.
Conspiracy against Hizbullah’s leader
During year 2001, a set up was organized by the government & the police to eliminate the leader of the Hizbullah.
The rumor speeded that it was the leader of Hizbullah who gave instruction in the killing of 1996. Some activists were arrested and one of the self-confessed perpetrators, Toorab Bissessur, was paid Rs240, 000 by the Deputy Prime Minister Paul Berenger soon afterward, for which he officially acknowledged. Toorab Bissessur was sent abroad so that when need be, he could made the allegations.
Hizbullah’s leader arrested
On 4th December 2000, Brother Cehl Meeah, together with his lawyer Mamoojee, presented himself to the Central C.I.D at Line Barracks, Port Louis to face the allegations leveled against him. After which he was arrested and kept in police custody for further lengthy police investigations. Toorab Bissessur and Hateem Oozeer made different controvertial allegations in which they implicated him as the mastermind behind the killing of Gorah Issack. They were both drug addicts and sheltered by the social department of the party for detoxification programs and rehabilitation as well. We learned during court procedures through personal confession of Bissessur that they were paid as spies to infiltrate the party of God to disturb from the inner side.
Torture and Islam phobia against Hizbullah’s leader
It as when the Chief Inspector Radhoa arrived that the catalogue of abuse opened.
To prevent Cehl Meeah from seeing his lawyer, he was taken out from the back door of the police station and to C.I.D headquarters. True to the style, C.I Radhoa began his way of extracting confessions.
It started with several hours of beatings, resulting in three broken ribs, dislocated shoulder and face reduced to pulp. ‘You speak of Allah…Tell your Allah to free you now’ the MCIT Chief said to intimidate the Hizbullah’s leader each time that he was reading the Shahaada. That was just for a start. Metal objects were inserted under his fingernails, and a baton into his anus. His private parts were burned with cigarettes; soles of his feet bludgeoned and attempts were made to force him to break his fast with. This left him in a comatose state, with his lawyer and family unaware of his whereabouts. When two days after, he eventually was found in hospital, his doctor and lawyer were prevented from visiting him until many injuries had subsided to some degree. Even so, independent medical evidence confirmed them. But still C.I Radhoa failed to get his confessions.
Divine Manifestation of Municipal election 2000
And again, the Divine manifestation of Allah and historical event for Mauritius occurred: during the Municipal election of 2000 and while he was in prison facing 23 major accusations, Brother Cehl Meeah was elected as Municipal Counselor with a total of 3900 votes. Note that he asked the electorate to vote for his innocence if they are convinced in it; as he won’t be able to deliver for them for the time being.
6th November 2003 - The Release of Hizbullah’s leader
Three years later, another Divine manifestation took place: although he was charged with twenty-three cases and that the main case of giving instruction to kill was referred to the Assizes, Br Cehl was released by a non-lieu; that is, no case to answer, decreed by the DPP. And the judge Domah raised the main case that day. All the other cases were dropped one week later and Cehl Meeah was released without case on 6th November 2003. He thus made the historical statement in court in front of the whole media who gathered to that event, saying: ‘Today the Divine Authority won over manmade law’; thus establishing the Divine evidence against falsehood.
The IHRC (Islamic Human Rights Commission)
Among the Divine manifestation is also the stand of the IHRC in UK, who stood side by side against the injustice being perpetrated against Cehl Meeah. Public demonstrations were organized by Muslim brothers to support the stand of IHRC in front of the Mauritian Embassy in London. It is also worth mentioning that in 20th September 2003 some 15,000 people marched in a public demo form Plaine Verte to the Parliament claiming the innocence of Cehl Meeah. All these are facts proving the great blessing in disguise of his being innocently and unjustly in prison.
The ‘Front Solidarité Mauricienne’
After his release brother Cehl still continues to deliver discourses all around Mauritius. But, because of the international event of September 11 and the introduction of the terrorist act PoTA, the Hizbullah decided to change strategy and a new party gave birth: The “Front Solidarité Mauricienne’’. New blood joined the party, together with some members of Hizbullah and the FSM participated in the 2005 general election in which the leader of the FSM obtained 5217 votes, confirming his popularity and fidelity of the community to his mission.
During this election, the Labor party, PTR aligned Dr Rashid Beebeejaun as Deputy Prime Minister to convince the Muslim community to back the Ptr. This strategy of the Labor party had a positive outcome in influencing the Muslim to support the Ptr on the way to power. To our great surprise, although this mass support, the community was betrayed and received nothing in return except bitter deceptions as always. The community felt disappointed and humiliated by the behavior of the Deputy Prime Minister as well as other Muslim ministers who participated in rituals that are against the Sharia.
Another Conspiracy against FSM’s leader
In July 2005, the MCIT backed by the government tried once again another plot against Cehl Meeah while he left the country to perform Umra in Makkah as he used to. Police Inspector Radoah arrested some people in a car which was supposedly hired by Cehl Meeah. They were tortured and were forced to implicate Brother Cehl Meeah saying that the later had given instructions to make holdups. The police barricaded the airport and tried to compel Cehl Meeah to return back to Mauritius and to surrender to Inspector Radoah for investigation.
The leader of the FSM tried to negotiate with the government’s Minister of Justice, Rama Valayden, for his return, but the Prime Minister Dr N.Ramgoolam did not agree with the terms. Cehl Meeah’s lawyer insisted that Inspector Radoah can not handle the case as a complaint against Radoah had been made to the International Human Rights Commission for torture. But the Prime Minister insisted that no one except Radoah would handle the case.
The Exile
The leader of the FSM was offered asylum in Saudi Arabia, the UK and Japan where he stayed for almost one year. Everyone in Mauritius thought that Cehl Meeah would not ever come back. The newspapers even mentioned that it was the end of a career. During his stay abroad, Cehl Meeah was sent in many countries to deliver lectures and khutbas, namely in Nagoya, Brazil, Peru, Chili, England, South Africa, Senegal and Brunei. Under his motivation and with the assistance of Allah an Islamic academy found its way in Manchester and an Islamic school is actually being constructed in Nagoya, Japan. He has been very active on the Islam channel in UK.
Cehl Meeah is back
Breaking the taboo imposed by the Mauritian conscience that Cehl Meeah was a coward and he can not face the truth of his guilt, in July 2006, Cehl Meeah came back to Mauritius accompanied by Q.C Nicolas Cook to face Radhoa once more and he courageously insisted that he should bring force the allegations.
The Divine Response
As a known fact, life and death lie in the Hand of God. He gives life and He gives death. All is decreed by Him. The one tortured and allowed the inhuman brutality to be practiced on the person of Cehl Meeah while he was fasting, and who ironically shouted to Cehl Meeah:’ Where is your Allah?!!’, never could have escaped the active sight of the Creator who simply extend the term of the unjust so as to give him time to return back, but will seize him in due time. This is indeed what happened in Ramadan 2007, when the unexpected news of the death of Prem Radhoa, on his arrival at the airport in South Africa, shocked the whole country. At that time, Cehl Meeah was heading prayers of Ramadan in Japan. The dead body of the torturer had to be autopsied several times, cutting him into pieces. The butchered body reached Mauritius in a wooden box from exile. WHY RAMADAN? IS THERE A SIGN WITHIN? Absolutely! Arrested in Ramadan by Radhoa and being tortured, released in the very Ramadan after 3 years, honored by 10,000 people, Cehl is among many Divine manifestations, standing as evidence of God in the eyes of the country. This is where death of the torturer in Ramadan explained clearly the sign of a Divine sanction.
How many believers prayed sincerely for this Divine manifestation?
The Islamic Resource Organization
The evolution of the Islamic Resource Organization commonly known as the “jammat-ul-Muslimeen” started in the 1980’s. by the grace of Allah, a small group of intellectuals together with other people from all the strata of the Muslim community, wanted to become part of the Islamic resurgence that was taking place in the world. The Jammat initiated and organized by some brothers who had studied in Pakistan, under the dynamic leadership of Brother Mohammad Cehl Fakeemeeah. It was the premier body among Muslim organizations, which started its activities and operations in all walks of life- spiritual, educational, Dawah, sports, economic, social and politics. The I.R.O settled to manage Allah’s resources for the welfare of humans and to promote and implement Islamic ideology in all fields of human activity.
Organization of the I.R.O, under the supervision of the Ameer.
The organization has a membership of around 1200-1300 families all over the island, with 12 main centers and many small sub-centers affiliated to the main center which is situated at Plaine Verte. The Ameer, Brother Cehl Fakeemeeah leads the Dawah department. He carries out weekly lectures in these centers throughout the island on different topics, but mainly topics on the Qur’aan and the Hadiths.
New start for the I.R.O
On the 12th march 2008, a new and dynamic Managing Committee has been elected during the Annual General Meeting.

1st May 2008
The 1st May, in Mauritius is known as the Labor Day. But in politics, the 1st May is mostly used by big political parties to show their strength in the gathering of much people as possible.
Historical event of the 1st May
For the first time in history of the 1st May 2008, the FSM gathered all Muslims of Mauritius in Plaine Verte to demonstrate its strength but also to show the unity of Muslims under a Muslim political party. The motivation behind this gathering was to show the other parties that the Muslims have a Muslim leader, whom they will choose to, represent their interest in the Parliament.
Dar-ul-Maarif pre-primary, primary and secondary school
Inspired by Allah, the Ameer of the jammat, brother Cehl and brother Mustapha Emamboccus decided to set a school for the jammat in the year 1990. At first, the Dar-ul-Maarif started with only 7 students, among who was Mustapha’s own son.
Now, the school has almost 1000 students at curepipe and more at Port-Louis, in the north and south of the island.
Ramadan 2008
The I.R.O and the Dar-ul-Maarif committees decided that the jammat should perform ‘ittekaf (spiritual retreat) in the mosque of the school during the last 10 days of the Ramadan. The first spiritual retreat was organized for 13 brothers of the jammat from all over the island. One little boy of 12 years old named Abdallah and 50 years old Abdoor Rahman were among the 13 brothers.
Eid-ul-Fitr 2008
The swalaat-ul-Eid was celebrated in the Dar-ul-Maarif, held on the 1st of October 2008 and lead by the Ameer, brother Cehl in front of 1200-1300 brothers and sisters. After 5 years of absence of the Ameer of the jammat for the celebration of swalaat-ul-Eid, Brother Cehl Meeah delivered an emotional sermon on brotherhood and new challenges to face the material world.
He then met with each brother in a warm hug and shaking of hands to show brotherhood and love for our Muslims brothers.
Eid festival 3rd October 2008
An Eid festival was organized for the first time at the Dar-ul-Maarif on the 3rd of October 2008. Many V.I.P guests were invited, among who the ex-vice President of Mauritius, Mr Raouf Bhundun, Lawyer Raouf Gulbul, representatives of every Muslims organizations, and many intellectuals. Over 3000 Muslims were present in an overcrowded school yard.
The festival began with the presiding speech from Brother Junaid Mohun, introducing a Qiraat (recitation of the Qur’aan) by Brother Mubine Ismael and the protocol speeches of the director of the Dar-ul-Maarif school, Brother Mustapha Emamboccus, Brother Raouf Gulbul, Ex-President of Mauritius Raouf Bhundun and the Ameer himself.
Many students of the school participated in the show, drama plays, nasheeds and recitation of verses of the Qur’aan, quiz etc.
Hajj Pilgrimage 2008
In November 2008, the leader Cehl Meeah went to Hajj trip and was back in December 2008.
Jummu’ah 26th December 2008
On Friday 26th December 2008, Cehl Meeah conducted the Friday prayer at the Dar-ul-Maarif Mosque and made a profound speech. He said that most of the ‘Alim predicted, through the Qur’aan and Hadith, that Hijri 1430 is crucial because the world comes to an end and that the resolution for this year, is to fight against our own Satan, formerly known as “Kariine”. He said that each of us is born with a “Kariine”, even Rasoulullah (SAW). But for Rasoulullah (SAW) Allah helped him (SAW) with his “Kariine” who has become Muslim and who order Rasoulullah (SAW) to do good deeds.
Hijri 1430
The New Year in Islam started on the 27th December 2008, 1st Muharram. On that day, Israel decided to attack Gaza. With this evidence of Allah’s Divine Manifestation, the leader Cehl Meeah declared and confirms that the End of Time is next to come, which scientists predicted, through scientific research, that there will be a change of poles, which will result to destruction and chaos. The change of Poles will result in the rising of the Sun in the West, which Muhammad, The Prophet Of Allah (SAW) predicted in the Hadiths.
The By-election of the constituency no. 8
On the 31st January 2009, the leader Cehl Meeah decided to gather a team to work in the coming by-election of the circumscription no.8. He headed a committee comprised with 12 members, which was held at Brisée Verdière.
A second committee was held at the Dar ul Maarif the next day and decisions were taken to go for a candidature in the no.8 circumscription, where two members of the Jugnauth family were listed to be elected.
On the 3rd February 2009, following a meeting held in St Pierre, Cehl Meeah said the following words: “As an established, we responded to practical all partial by elections of the country since 1990, the official date of our establishment as a political party.
The fact that we claim to be the determining factor for any future government, on the 1st of May last year, contesting this present election is for us a Divine trial to be passed to sustain our claim by evidence.
History retain that it has been assumed throughout time that the Jugnauth family has been building a gigantesque dynasty where the son and his son will inherit Prime-minister ship. All good and well wishes of our society want this to be stopped. We stand in this election for this ideal. As a history figure, having alone won election while unjustly incarcerated in Prison, I`m convinced that history will give reason to my participation to bring down the rejected dynasty.
Obama is a sign of real change inspired to the world where Mauritius should be part of, and I stand today for that real change against communalism and racism.”
New Center in Nouvelle Découverte and Jummuah in Port Louis
As from the next week after the By-election, our leader, Cehl Meeah, who usually delivers courses all around the island, decided to open a center in Nouvelle Découverte, where people has only a basic knowledge of Islam , and to conduct the Jummuah prayers in Port Louis at la Rue Madras.
Since then, each Friday, he delivers his Friday sermon and each day the audience increased.
General election of Mai 5, 2010
The FSM party has aligned 60 candidates in all the constituencies.
Since the emergence of the movement on the 30th April 1990, we have contested all elections without exception. View the fact that we have always been progressive in terms of votes, we feel the conceptual responsibility to respond to the appeal of the minority to have a sincere voice for them in the parliament.
Sixty candidates have been aligned to face the two blocks. We are looking forward to take advantage of the TV program as the nation will be able to witness and contemplate on the Truth that we are committed to bring forward.

Why the capital?
Because it is the centre point for any mission if we want to succeed. This is where the message of God has always started.
View our progression since we stood firmly against falsehood, we have the strong feeling that God will favor to bring forth a victory for those without a voice and to stand in parliament. The people seemed to have been made conscious of our 20th years of existence striving for their cause. Assuredly we rely on the Divine assistance but also on the popular consciousness and recognition that seem to be taking shape in the coming election 2010.

Historical victory in constituency No.3
The leader of the FSM party has been elected at the third place with a number of votes of 6,204.
This historical event created a warm feeling in the heart of every Muslim in Mauritius. Once again, Cehl Meeah has proved to the Muslim community, that he is the one chosen by Allah to administrate Allah’s property in Mauritius. This victory was expected by the leader, who declared that it is a normal situation because for him, the decree of Allah has been automatic due to twenty years of struggle for the benefit of the poorest in his locality and all around Mauritius.
Since his victory, the press has been interviewing him each day. He delivers interviews which were followed with great attention by the public in general. The poor found in him deliverance for the people.
From now, he is still receiving congratulations of every one. Every day, many poor people are coming to his house to have some talks and explain their difficulties to him.
Yet not in parliament, 4 social assistance centers and a 5 floor complex have already been set up
A 5 floor complex have been put at the service of the Constituency No3 where the leader was elected.
Once elected, the FSM decided by voice of his leader to translate into action its commitment to the public. A complex of 5 floors has been put at the service of the Constituency No3 where the leader was elected.
A study to render this complex operational is under process. Two main issues have been mentioned as priority: medical and sports.
Besides 3 social assistance centers have been set up to receive the public grief’s and a central office situated at Curepipe and also been setup for all communities.
